In the setup menu, you define the list of activities. You can create 1,
2, or thousands if you like.

In project setup, for each phase, you select the activities that are
valid for that project. This way, you can have project specific activities.

It is better however to share activities across projects. This way, you
can do activity based reporting. So if you have 'testing' as an
activity, use one activity for all projects that you perform testing on.
