I recommend using "Ort", because it is a generalization of "Standort" and "Lage".

A correct translation depends on the context: The word "state" translates in German to "Land" (land, country) "Nation" (folk, nation), "Staat" (state).
Now, "Nordrhein-Westphalen" is called a "Bundesland" (federal state), whereas Texas is called a "Bundesstaat" due to the political organisation.
