restrict time and expense registration to project_persons

hi,

i would like to restrict time and expense registration to project_persons. an
employee should only be able to register time and expenses to projects, where
they are members of (project - planing - employees). right know he/she gets a
list of all active projects(&phases).

any hints or code ...
