Strange.. I can't confirm this on all 3 of my test installations..

Let's see if this is a database issue. Can you try to execute the
following query against your mysql db:

SELECT * FROM accessright
WHERE node = 'employee.employee'
  AND action = 'view_all'

Does this give you results?
