It's not yet configurable, but easy to change: edit the file
modules/timereg/class.hours.inc, and search for '15m' (around line 63).
Change this to '30m' and you'll only be able to choose steps of
30 minutes.

I've filed http://www.achievo.org/bug/256 to get this as a configuration
option.

I think it will be a config options, I don't see much use in configuring
this per project. Usually it's a company wide thing.

I'll be honest: that will be the largest known Achievo installation.

But I don't see any big problems in rolling it out for that number of users.

I'm currently installing it for a customer who has about 170 users. The
system performs well. At least, if you don't choose to do a time survey
of all hour entries of all users for a complete year (in that case your
browser would have to download hundreds of thousands of records :).

In any case, if you run into problems it will be in reporting speed, but
a lot can be gained there by adding indexes to tables etc. There's
always the sponsorship program (http://www.achievo.org/support/sponsor)
that you can use to have us fix problems that you run into.
