It wasn't taken out. However, it's based on a security setting now. Go
to the profile section in the employee menu, edit the profile of users
who may see all users' time entries, find the 'time survey' accessrights
under 'reports', and check the 'view all' checkbox.

Coult it be that the module is turned off in the
modules/config.modules.inc file?
