There are multiple answers to this question:
1) There's a billing module for Achievo which is unfinished and buggy. 
We're in the process of fixing that but that might take a while.
2) If you want 'simple' hourly rates, for example a rate per project, 
it's extremely easy to add a field for that. You would then just have to 
create a script that does the calculation.

There's a cost-registration module, but it's not really userfriendly 
yet. I'll put it on the Achievo site shortly.
