Yes, by default it contains the last 10 projects/phases you logged hours 
on. There's a setting in config.inc.php where you can change the number. 
Increasing it to 20 or even more might be more comfortable for your 
coworkers.

It would not be too hard to implement a fixed list, but I think in 
general a 'recent projects' list is more convenient.
