Is the database set up correctly?
Is config.inc.php configured correctly?

Does the database user you entered in config.inc.php have the correct 
privileges on the database?

There could be a lot of causes for this. Maybe you can find the cause by 
 editing atkconf.inc and setting $config_debug to 2. See if you get any 
error messages in the debugoutput (they're colored red, so you can 
destinguish them from 'normal' output). After you press save in a 
screen, you will get an 'extra' screen with debug output of the save action.
