Billing is still highly unstable and has been turned off in 0.8RC1, 
because it's a release candidate for a new stable version. Billing can 
be turned on by adding a new line to modules/config.modules.inc:
module("finance");

Than you have to set the rights of your user/group to be able to use the 
 billing feature.

When doing timeregistration you first select a project. If this project 
has more than one phase another selection follows to select a phase. In 
your case this was not necessary because your project contains only one 
phase, so its automaticaly selected.
