If we add an extra field to country that sets the default setting to say
which method they use then it should be pretty manageable. A few simple
if statements would either not do anything about the region, or use
either the full name or the abbreviation.
All that's really needed is to find a good way of indexing the areas
that can't be cut down to an abbreviation. Not sure the best way to go
about that though, I guess we could create a reference code but I feel
there should be something else.
