Someone, quite probably Ivo Jansch, once wrote:

Country code works okay but state/province would upset me at least.

Here in the UK we don't have accepted abbreviations for our counties and
it would be tricky to create any to fit a 3 character ID code.

Without filling the screen just the first problem that came to mind:

Worcestershire and Warwickshire

We probably didn't plan ahead well enough when we started naming these
things.

It's not really practical for us to index off the regions over here and
I'm pretty sure quite it would sting a few other countries too.
