Your repository idea has great merit.
Since lots of that type of data doesn't change frequently, it might not be a
large admin burden.

I don't know exactly how they did it, but I've been experimenting with an
OpenSource firewall thingy called "IPCop".  They have a versioning/updater
mechanism that works well.

I'd think that if you put in the repository concept, there would also have
to be versioning, whether by using the RedHat "up2date" concept or whatever.

You could just be on the edge of inventing a new type of OpenSource widget:
centrally managed database values.

I can think of several places where that might be useful in other than
keeping up Acheivo master tables.  Lots of places where B2B applications
might want to share data with constituents but have to rely on COTS
replication packages.  Those are always a real mess anytime you introduce
firewalls, proxy servers, et al.
