I agree the ISO codes should do the trick.  I'm guessing that many Americans
won't have a clue about ISO coding, but when explained they can so, "oh
yeah, the US Postal Service" and others actually use it!

Perhaps "we" could evolve the data as end-user additions as needed.
Make a bunch of small *.SQL files that get distributed.  You just add what
you need/want.

I'll be happy to try and put it together, based on your promotion of "part
II" which should answer my pending questions about getting a lookup table
into the array!!
