Do you need to see the customer only in the reports, or also when 
registering time? I prefer to do it only in the reports, because 
selecting the customer id in time registration would be redundant; 
customer is already linked to the project you select for time entry.

If I understand you correctly, you're saying that you have the same 
phase for different customers. Even though the name of the phase me be 
the same, you actually have different phases per project and thus per 
customer. Perhaps you should have a look at the 'project templates' 
feature. Here you can define 'standard phases', and when you are going 
to do some work for a new customer, you can create a new project based 
on the template.
